dtd-end condition?
  local declaration*
   action*

A rule performed at the end of a DTD, which can be used to access the #doctype document element name. This rule also separates the SGML comments and processing instructions found in and prior to the DTD from those in the remainder of the document prolog (between the DTD and the document instance).
