Purpose

You can use this function is used to determine whether this version of the utilities library is compatible with the version of OmniMark you are using. For example: 

  do unless UTIL_IsVersionCompatible
     put #error "omutil library is not compatible with this version of OmniMark%n"
     halt with 1
  done
