Library: Binary coded decimal (BCD) support (OMBCD legacy)

Returns: True if versions are compatible; false otherwise.

Purpose

Use this function to determine if the version of the ombcd library you are using is compatible with the version of OmniMark currently in use. For example: 

  do unless BCD_IsVersionCompatible
     put #error "ombcd library is not compatible with this version of OmniMark%n"
     halt with 1
  done
