Returns an I/O protocol object that implements the multi-packet protocol.

Purpose

This function is used to implement the multi-packet protocol. In this protocol, data is packaged into multiple length-encoded mini-packets. Each mini-packet is prefixed with its length. The length is the number of bytes in the mini-packet represented as a 32-bit network-ordered quantity. The end of the data is indicated by a zero-length (magic) end packet.
