Electronic Service Delivery (ESD) For Local Authorities

Overview

This two-day practical course is designed to consolidate the key technical issues, concerns, developments and methods to help Local Authorities IT Departments or outsourced third parties to plan and implement their Electronic Service Delivery (ESD) strategy.

Objectives

After attending this course delegates will be able to:

  • Understand the key issues needed to ensure delivery of electronic services to the public
  • Design and implement XML based architecture to support ESD
  • Ensure effective frontline connectivity with the citizen
  • Access and comply with the latest e-GIF standards, Schemas and protocols

Prerequisites

A sound understanding of XML is required, which can be gained by attending our one-day XML Technologies for e-GIF course. However, some programming experience is assumed.

Interoperability

Key technical issues to ensure interoperability across various systems and applying the e-Government Framework.

Use of XML based architecture

Re-introduction to XML, core standards, GovTalk framework for developing XML languages.

Integration of systems

Key technical issues, whether to use existing system, building/using middleware. The integration of existing infrastructure. How to leverage existing infrastructure and how to integrate new middleware.

Implementing and using Metadata standards

What are the standards, defining the UK Government Metadata standard (e-GMS), accessing/using standards, how to participate in their development.

XML Schemas

The case for using Schemas, current Government schemas, building your own. The importance of data modelling in schema development.

Security

Public Key Infrastructure (PKI), single sign in, methods of authentication, smart cards, standards for internet based encrypted e-mail, protecting against viruses.

Representing data and information

Best method, technologies, existing, legacy data conversion, Server side XSLT. XML Data binding.

Website content management systems

Sourcing, developing, integrating, best use.

Portal integration

How to ensure your portal will integrate with appropriate applications/other portals. The role of web services in ESD.

Legacy data

What technologies can be used to access and/or re-engineer legacy data to make it more accessible. Server side XSLT for enabling outdated browsers to be included.
